Standing Committees

Most of the Bloomington Faculty Council’s work and the drafting of policies is accomplished by committees. Committees gather information, deliberate, and communicate directly with relevant administrators. Currently, the BFC maintains 16 standing committees on topics ranging from educational policies to long-range planning.

The BFC Bylaws stipulate that committees are expected to meet at least once a month, and some committees, such as Educational Policies and Faculty Affairs, choose to meet more frequently.

All committees except the Nomination, Budgetary Affairs, and Executive committees are required to post minutes. Rosters, meeting schedules, minutes, and other relevant information can be found on each committee's page.

Benefits

The Benefits Committee consults on policies concerning faculty benefits programs, including health and retirement benefits, and consults regularly with the Senior Director of Benefits.

Budgetary Affairs

The Budgetary Affairs Committee (BAC) is an executive committee of the BFC with independent authority. It monitors the development of the annual campus budget through consultations with the Vice Provost for Finance and Administration. Members participate in budget meetings of academic and some non-academic campus units, develop budget policies, and prepare an annual report to the BFC.

Constitution and Rules

The Constitution and Rules Committee (CARC) develops proposals for amending the campus faculty constitution and the bylaws of the BFC and develops policies in areas covered by no standing committee.

CREM

The role of the BFC Creation, Reorganization, Elimination, and Merger (CREM) standing committee is to monitor and safeguard the legislative authority of the faculty over CREM initiatives. The work of the committee is guided by policy BL-ACA-D16 Creation, Reorganization, Elimination, and Merger of Academic Units and Programs.

Diversity, Equity and Inclusion

The Diversity, Equity, and Inclusion Committee (DEIC) develops policies related to campus diversity, monitors the performance of the campus in meeting DEI goals, confers with the campus DEI officer on policy and performance issues, and prepares an annual report to the BFC.

Educational Policies

The Educational Policies Committee (EPC) develops campus policies concerning teaching, curriculum, student information, and related areas, and monitors and consults with administrative offices connected with enrollment.

Executive

The Executive Committee establishes the agendas for Bloomington Faculty Council meetings, approves the final draft of any new legislation presented to the Council, and assigns items proposed for Council consideration to the appropriate committees. In special circumstances, the Executive Committee is delegated to act as the executive agent of the Bloomington Faculty Council without prior consultation of the Council.

Faculty Affairs

The Faculty Affairs Committee (FAC) develops policy governing faculty appointments, grievances, discipline, and working conditions.

International Affairs

The International Affairs Committee (IAC) participates in the oversight of international affairs. The committee recommends policies to faculty governance or administration, monitors compliance and personnel issues, budget, and planning strategies.

Libraries

The Libraries Committee monitors library development and policies governing library management, and consults with and advises the Dean of Libraries on priorities and collections.

Long Range Planning

The Long-Range Planning Committee (LRPC) systematically monitors the Bloomington campus environment in areas of teaching, research, and faculty status, and alerts the Bloomington Faculty Council to significant strategic issues that can be expected to affect faculty interests.

Nomination

The Nomination Committee is responsible for conducting the elections of the Bloomington Faculty Council and appointing candidates to the various standing committees of the BFC. Nomination Committee members serve calendar-year terms (January - December) and are elected each fall by the Bloomington Faculty Council. The BFC President-elect serves as chair of the committee.

Research Affairs

The Research Affairs Committee (RAC) was established to develop campus policies pertaining to research and to work with the Office of Research to address issues affecting campus support for research activities.

Student Affairs

The Student Affairs Committee (SAC) considers such matters as establishing and maintaining the best possible student-faculty relations, receiving and reviewing communications regarding student problems and issues, and advising the various offices and agencies of the university regarding student affairs.

Student Academic Appointee Affairs Committee

The Student Academic Appointee Affairs Committee studies existing problems of SAAs and attempts to anticipate future problems. It also recommends improvements in policies concerning the role of SAAs, helping in the implementation of these changes.

Technology Policy

The Technology Policy Committee develops policy connected with information technology issues apart from distributed education and consults with and advises the Vice President for Information Technology.
